Day 2: The role of regions in shaping EU climate policy
The second day of the Summit was devoted to a strategic dialogue on the contribution of the Pathways2Resilience initiative to the implementation of the EU Mission on Adaptation to Climate Change and the development of an integrated climate risk management system.
Representatives of the city of Budapest and the project management delivered welcoming remarks, outlining the key challenges for regions in the context of climate neutrality and sustainability.
Panel 1: P2R and the implementation of the EU Mission on Adaptation
The first panel discussed:
the role of regions in implementing EU climate policy;
the formation of investment portfolios for adaptation projects;
access to financing through European instruments;
coordination between regional, national, and European levels.
Speakers included representatives of the European Commission, the European Investment Bank, regional networks, and P2R member cities.
Panel 2: P2R's contribution to the EU's integrated climate resilience framework
The second panel focused on the development of a comprehensive climate risk management system in the EU. The discussion focused on:
the integration of regional strategies into a pan-European framework;
mechanisms for monitoring and evaluating progress;
interregional cooperation and data exchange;
institutional readiness to scale up adaptation solutions.

In the afternoon, participants worked in Innovation Practice Groups (IPGs) and interactive workshops dedicated to sharing regional experiences, testing innovative approaches, and jointly developing solutions.
The second day of the Summit confirmed the strategic role of regions in implementing European climate policy and strengthened interregional ties within the Pathways2Resilience community.
